When Do You Need a Motor Vehicle Bill of Sale in New Jersey?
For a private vehicle sale, the NJMVC requires you as the seller to provide the buyer with a New Jersey Car Bill of Sale along with the properly signed title.
Although the NJMVC requires you to give this document to the buyer, it is not listed among the standard documents needed to title and register a New Jersey-titled used vehicle.
The NJMVC does not provide a dedicated general-purpose Motor Vehicle Bill of Sale form, so the parties can prepare their own document containing the required information.
What to Include in a New Jersey Vehicle Bill of Sale
To correctly fill out your NJ Car Bill of Sale, the NJMVC specifically requires the sales document to include:
- Buyer's name and address
- Date of sale
- Odometer reading
- Sale price
For a more complete transaction record, the document can also include your full legal name, list the VIN, year, make, and model, and include buyer and seller signatures.
These details help clearly connect the Bill of Sale to the vehicle and the parties involved.
Mileage also forms part of the title-transfer process. NJMVC publishes Form OS/SS-2, Odometer Disclosure Statement, as a supplemental form that must be accompanied by a fully assigned title or Manufacturer Certificate of Origin (MCO) when used.
The Universal Title Application (OS/SS-UTA) also includes an odometer reading and mileage-status section.

How to Register a Car in New Jersey
After a private purchase, the buyer must visit an NJMVC Vehicle Center to transfer the title and register the vehicle and, if applicable, register the vehicle and obtain license plates.
To avoid a $25 penalty, New Jersey and dealer-reassigned titles must be transferred within 10 working days of the sale.
Required Vehicle Registration Forms in New Jersey
To complete the transfer and registration of a used vehicle titled in New Jersey, you will usually need:
- Properly assigned Certificate of Title
- Vehicle Registration Application (BA-49)
- Driver's license or other acceptable identification
- Proof of New Jersey insurance
- Power of Attorney, if another person is signing on the buyer's behalf
- Applicable title, registration, and sales-tax payments
- Lienholder information and financing documentation, if applicable
The Universal Title Application (OS/SS-UTA) and Odometer Disclosure Statement (OS/SS-2) are only required in certain situations, such as specific title transactions and separate odometer disclosures.
NJMVC processes private title and registration transfers at Vehicle Centers, and appointments are required for these transactions.
New Jersey Vehicle Registration Fees
The standard title-transfer fee is $60. A title with one lien costs $85, while a title with two liens costs $110. Passenger registration fees vary by the vehicle's model year and weight.
New Jersey also generally charges 6.625% sales tax on the purchase price of a new or used vehicle unless an exemption applies.
Additional fees can apply to certain vehicles, including zero-emission vehicles.
Does a New Jersey Car Bill of Sale Need to Be Notarized?
If you are going to carry out an ordinary private sale of a New Jersey-titled vehicle, you do not need to notarize the document.
NJMVC's standard transfer instructions require you to provide a Motor Vehicle Bill of Sale for New Jersey and complete the title, but do not require either document to be notarized.
Special situations follow different rules. For example, a vehicle coming from a state that does not issue titles requires you as the seller to provide a notarized statement.
A power of attorney must also be notarized when a representative signs title or registration transfer documents on someone else's behalf.
Frequently Asked Questions
No, the buyer needs the properly assigned title and applicable NJMVC title and registration paperwork. The Bill of Sale records the transaction but does not replace proof of ownership in New Jersey.
You should transfer the title within 10 working days of the sale date. NJMVC applies a $25 penalty when a New Jersey or dealer-reassigned title is not transferred within that period.
If the vehicle is being transferred as a gift, NJMVC instructs the parties to indicate "gift" on the purchase-price line on the reverse of the title. Qualifying gifts can be exempt from sales tax.
