How to Register a Car in South Carolina
After purchasing your vehicle, the buyer must register it within 45 days of the purchase date. Before registration, the buyer must complete the title process and pay the vehicle property tax to the county.
The title and registration can be handled together at an SCDMV branch, or the application and required documents can be submitted by mail.
Required Vehicle Registration Forms in South Carolina
The individual buying a vehicle from you will generally need:
- Properly assigned Certificate of Title
- Title and/or Registration Application (Form 400)
- Signed South Carolina Bill of Sale
- Lien release, if applicable
- Paid county vehicle property tax receipt
- Liability insurance company information
- Applicable title, registration, and infrastructure maintenance fees
- Form TI-006C if applying for a title without an SC driver's license or ID
Apart from submitting your South Carolina Bill of Sale, you will also need to submit a Notice of Vehicle Sold (Form 416) to the State DMV. Filing that notice protects the seller's record but does not itself transfer ownership.
South Carolina Vehicle Registration Fees
The South Carolina DMV currently charges a $15 title fee and a $40 biennial registration fee for most private passenger cars.
Most vehicles are also subject to the Infrastructure Maintenance Fee (IMF), and the fee is generally 5%, capped at $500.
For a vehicle bought from a private seller, state law bases the IMF on the vehicle's fair market value. County vehicle property tax is separate and must be paid before registration.
Does a South Carolina Car Bill of Sale Need to Be Notarized?
A Bill of Sale in South Carolina does require you to sign the document, but it does not need to be notarized.
A standard vehicle title also does not require notarization. In a private sale, both parties must complete and sign the title correctly, including the vehicle and odometer information where required.
Frequently Asked Questions
You cannot register your new car in South Carolina with just the Bill of Sale document. The SCDMV requires a title before it can issue a registration, as a Bill of Sale supports the transaction and title process but does not replace the assigned certificate of title.
If you buy a car from an individual, you have 45 days from the purchase date to register the vehicle with the DMV. If you fail to do so, you can begin to accrue late-registration penalties.
The seller must sign over the title and submit their SC Car Bill of Sale and Notice of Vehicle Sold to the South Carolina DMV. If an active license plate is not being transferred to another vehicle, it must also be surrendered.
