North Dakota requires motor vehicles to be titled and registered with the North Dakota Department of Transportation (NDDOT). A Bill of Sale can be submitted as proof of purchase. However, it does not replace the assigned title.

To title and register a vehicle in North Dakota, bring or submit:

• Application for Certificate of Title & Registration of a Vehicle (SFN 2872).
• Bill of Sale (SFN 2888 or a detailed Bill of Sale including buyer, seller, vehicle, date, and price).
• Properly assigned title from the seller. (Title assignment is required to transfer ownership.)
• Proof that the vehicle is insured, as required by law (certified on SFN 2872).
• Odometer disclosure, when required by federal law (generally for model year 2011 and newer vehicles until they are 20 years old).

You must pay the Motor Vehicle Excise Tax (generally 5% of the purchase price) and applicable fees.

All motorized watercraft operated on North Dakota waters must be registered with the North Dakota Game and Fish Department. Registration and transfers are completed online. A Bill of Sale is used to document the sale and establish ownership.

To register a boat in North Dakota, submit through the Game and Fish online system:
